Summary After completion of the freeway and expressway network and the high-speed rail line, land transportation in Taiwan is expected to change greatly. These changes will not only advance Taiwan’s land transportation system to reach 300km per hour, but also enable Taiwan to become a one-day living circle. In addition, with the application of advanced electronic technologies, a toll for the national freeway system has been collected by an ETC system, beginning in 2006. Transportation demand management measures, such as differential toll charging, could be practiced in the future. During this period of major changes, impacts on the supply and management of intercity transportation will also be tremendous. Facing the transformation, the Transportation Whitebook and studies on integrated transportation planning, published by the MOTC and the IOT periodically in the past, could not satisfy the needs in many aspects. Therefore, it is necessary to collect, observe, compare and analyze the changes in intercity transportation system data and develop forward-looking integrated transportation strategies, during the three-year period (2005-2007), before and after the high-speed rail’s operation.

  This report summarizes the 3rd-year study work of the three-year project. The emphases in the third year are to: (1) survey the passengers’ characteristics of Taiwan high speed rail
(2) continue collecting and observing the intercity transportation characteristics and travelers demand data
(3) investigate and analyze intercity transportation development issues and policy directions
(4) compile an intercity transportation observation report
and (5) continue to set up an intercity transportation database and display system.
