Summary | The purpose of this project, “Feasibility Study of Adopting RFID Technology in The Area of Air Freight Management and Security-Project Phase III”, is to develop and evaluate the platform system of air freight movements by adopting RFID, GPS and IT technologies with emphasis on e-documentation and tracking. The export pilot test in phase III not only establishes 8 RFID nodes from Linkou in Taoyuan to Kansas, U.S.A: ship-out from a shipper, freights received and storage at air cargo terminal, ship-out from air cargo terminal, build up, loading freight on aircraft, departure, and deliver to consignee but also provides 6 documents: commercial invoice, packing list, shipper’s letter of instruction, master air waybill, house waybill, house manifest. Through applying WCO UCR, the RFID tracking and e-documentation are combined and integrated into the “single window of air freight operating platform”, which is proposed by this project. Furthermore, the single window of the air freight operating platform also validates and assists the e-freight wet run test in Chinese Taipei. The scope of this project is (1) Reviewing WCO SAFE, DATE MODEL harmonization, IATA e-freight, ASYCUDA SAD, EPC TLS and GS1 coding application. (2) Assisting and validating the wet run test in Chinese Taipei. (3) Taking the process of IATA and local cargo, and air freight operations in practice into consideration for platform design. (4) Extending and improving the research results in Phase ?, the pilot test in phase III is international shipping to the USA with integrating part of the ERP with the shipper, air cargo terminal and airlines, adopt user memory into tags, automatic variable-frequency RFID dock door reader, and validate e-freight operations. In addition, this project proposes the RFID read rate analysis and suggests RFID application for related stakeholders. Finally, the benefits of the application of RFID and the single window of air freight operating platform include: (1) Providing real-time air freight tracing, standardizing the message and document, strengthening the competition of air freight trades in Taiwan and keeping up with world trends through e-freight, RFID and UCR/EPC coding. (2) Improving the operation efficiency and promoting the applications of RFID added values by RFID, user memory and integrating with ERP of related stakeholders. (3) Considering the lack of information systems in Small and Medium Enterprises (SME) and informing the exceptional conditions to related stakeholders. The research results of this project can not only refer for adopting e-freight and simplifying the air freight business, but also for developing and applying RFID in air freight supply chains. |
