Summary This project is a 3-year-phased project, which focuses on “Reviewing the impact of transportation policy on Green House Gas(GHG) emissions”, “Establishing the GHG accounting, registration, audit standards and mechanism for fleet”, ”Establishing the index of transportation energy efficiency and growth prediction model of transportation” for the separate fiscal year. This year is the second phase project
the main work items include: establishing the GHG accounting protocol for the transport service sector and conducting a GHG accounting demonstration, continually updating national the GHG inventory for the transportation sector, reviewing the outcomes of the transportation sector action plan and making a plan for further reduction strategies, reviewing the growth projection method for the transportation sector and adaptation planning to climate change in the transport sector.

  This study has accomplished the compilation of the Instructive Manual on GHG Emission Accounting of Road Transportation Service Business and software for the estimation of GHG emissions. Furthermore, addressing the current year examination questionnaire, discussions have been made for proposing suggestions on future improvements, and planning has been carried out to set up the GHG accounting and reporting mechanism of the transportation sector in the future (including inspection, registration, and voluntary quantity reduction). This study has also accomplished the compilation of the Estimation Manual of Greenhouse Gas Emissions for the National Transportation Sector and based on the updated emission volume, updated estimation and review have been carried out on the Transportation Sector Action Plan for Energy Saving and Emission Reduction in the recent two years. In addition, based on future reduction targets proposed by the new 2008 administration, a re-check of the future potential of reduction in the Transportation Sector has also been carried out. Finally, this study summarized foreign experiences for suggesting directions to conduct domestic implementations
suggestions addressing short-term, mid- and long-term planning have been proposed for the reference of subsequent studies.
