Title Study on Comprehensive Land Transportation Planning in Southern Taiwan

Summary

       In order to achieve more balanced regional development, IOT also conducted research studies of the Southern Taiwan Transportation Demand Model from 2019 to 2020, and forecast the future transportation supply and demand. In order to make the regional transportation development strategies in coherence with the national plan, this study will analyze the transportation demand issues and the development tendency of Southern Taiwan, and make policy recommendations
for regional transportation development in 2021. The research results are summarized as follows:
1. The development of the transportation system in Southern Taiwan can be observed from 6 aspects:
(1) International harbor and airport transportation issues;
(2) Intercity transportation system issues;
(3) Urban transportation issues;
(4) Rural and Vulnerable groups transportation issues;
(5) Industrial zones or science parks transportation issues;
(6) Tourist attractions transportation issues.
2. The land transportation system in the Southern Taiwan region should develop towards a vision of "constructing an efficient, competitive, fair, and sustainable transportation service environment." Development strategies corresponding to the six dimensions are proposed, with policy objectives for each as follows:
(1) International sea and air transportation development objectives: Strengthen the external transportation capacity of seaports and airports for passengers and cargo, and enhance the competitiveness of related industries.
(2) Intercity transportation system development objectives: Strengthen the intercity transportation network structure, and enhance the division of labor and transfer connections between different systems.
(3) Urban transportation development objectives: Strengthen the urban road and bus system hierarchy, and improve the service quality and efficiency of main routes.
(4) Transportation development objectives for remote areas and disadvantaged groups: Establish flexible and sustainable service models to meet the basic transportation needs of remote areas and disadvantaged populations.
(5) Transportation development objectives for important industrial zones or science parks: Optimize the efficiency of external transportation networks for industrial parks, and enhance the agglomeration benefits of industrial corridors.
(6) Transportation development objectives for important tourist attractions: Connect tourist attractions and promote temporal and spatial distribution strategies to enhance the development benefits.
3. Taking into account the important development issues and policy directions in the Southern Taiwan region, the following suggestions are summarized for the development of the land transportation system:
(1) Build a consensus and policy direction, and establish a framework for regional strategy formulation.
(2) The development of industrial space in the Southern Taiwan region has shifted from clustering to corridor-based development, and the regional transportation governance function should be further strengthened.
(3) In response to the development characteristics of transportation systems in Southern Taiwan counties and cities, promote relevant traffic management and construction projects.
(4) Consider the impact of new technologies and non-traditional transportation services on long-term transportation demands and gradually change transportation habits.
