       The study, "A Study on Improving 12 Key Elements in Railway Safety Management System – the Development of Practical Operation Guidelines," has compiled a 4-stage practical operating guidelines applicable to Taiwan’s railway industry, covering the 12 essential items of SMS, including implementation steps and continuous operation mechanism.
       The operating organization can formulate its own procedures accordingly, or use it to check the completeness of the existing procedures. This compilation cooperates with the previous research, and summarizes the research results of the Institute. It is hoped that it can help each railway operating organization smoothly promote the safety management system and use the general guidelines of each railway operating organization. The 12-item classification in this compilation is not the only approach. Operating agencies may separately compile their own safety management system
frameworks, but the frameworks should be in line with the requirements of future amendments to cover the key tasks of railway operation safety
