Summary

       Under the direction of Executive Yuan, the Institute of Transportation (IOT) has conducted rolling review planning for the "The Integrated Overall Development Plan of Taiwan’s Ports" every five years since 1995, and this is the sixth phase planning. This project is based on the upper-level perspective of the national ports development, to establish the future overall development direction of our Country's ports, formulate the overall port development strategy, as the guideline for the future development and construction project of ports.
       The project aims at the external factors influencing the development of maritime transportation, including the changes of domestic and international political and economic situations, changes of social environment demands and technology innovation, also analyzes the existing operating topics from the perspective of maritime transportation industry and port operation model. Finally, this project analyzes our Country's port transportation development trends and challenges from the perspectives of national development, industrial economy and port operations. The topics to be faced by the ports are concluded from five major aspects of maritime transportation development, passenger transport development, response to the environmental protection and energy issues, technology application, organization and operation management, to research and develop the future development direction and strategies for the ports in our Country.
       The development goal of the international ports proposed by this project is "Strengthen the smart innovation and diversified services, Consolidate the maritime hub position", and the development goal of the domestic ports is "Provide excellent quality services, Support the development of passenger, cargo and tourism related industries". And, in order to implement the development goals of international and domestic ports, this project proposes the overall development strategy planning direction of "Value-added volume creation, Service upgrade", aiming at five key aspects of future port development, to research and develop 18 development strategies for international ports and 7 development strategies for domestic ports, and formulate the corresponding medium and long-term development policies. The results have been used as the guideline for the Maritime Port Bureau (MPB) and the Taiwan International Port Corporation (TIPC) to research and plan for the upper-level guidance for future development and construction projects for the domestic and international ports respectively.
