Summary

      In response to the 7th Container Center of Kaohsiung Port to be delivered to carriers for operation in the second quarter of 2022, the improvement of surrounding road systems must be implemented before the planned main access corridor, Freeway No. 7, is completed and opened to traffic. The improvement is to enhance the transportation efficiency of the access transportation for the Intercontinental Container Center in Kaohsiung Port, minimize the traffic impact of container trucks on the road system in the surrounding area of the Intercontinental Container Center, and ease the problem of vehicle congestion on the surrounding main access roads to improve the performance of the intersection. Therefore, the overall level of service of the surrounding road network can be increased, and the driving safety and quality of life for all of local citizens can be improved.
       This project analyzes and predicts the future transportation demand by collecting and organizing the current development situation and traffic characteristics of Kaohsiung Port and its surrounding areas, and checking the access transportation issues facing the Intercontinental Container Center in Kaohsiung Port (the 6th and 7th Container Center). Improvement measures for transportation management and traffic engineering are proposed, including shortterm, medium-term and long-term strategies and action plans. Aiming at the access transportation demand of the Intercontinental Container Center, this Project researches and proposes multipath routing to guide the container truck to avoid the congestion road section during peak hours. The main multipath routing starts from the Intercontinental Container Center and turns from Nanxing Road to Yanhai 3rd Road, Yanhai 2nd Road, turns through Zhonggang Road, Daye North Road, Taiji Road, and then go through the roads in the 3rd and 5th Container Restricted Zone and the Xinsheng Elevated Expressway to connect Freeway No. 1. Among them, adjustments of road layout is proposed to increase traffic lanes on Yanhai 2nd Road, Yanhai 3rd Road and Zhonggang Road. In addition, container truck only lanes is planned on the above road sections to reduce the impact of the container trucks of the Intercontinental Container Center on the regional traffic flow. This project also recommend to adjust the road layout of Nanxing Road to increase lanes, providing queuing vehicles before the intersection with Yanhai 3rd Road. Physical separation between lanes for scooters and cars of Daye North Road is also planned to improve driving safety. With the proposed improvements, the traffic level of service of the multipath
routing would be in level D or better.
        In addition to the multipath routing and container truck only lanes, this project also evaluates the ways of managing transportation system and dispersing demands. It is proposed to continue the blue highway transportation and shifting berth policies. The lighter transportation in the port does not have cost advantage currently. For the intelligent traffic management of access roads, the traffic conditions can be collected to strengthen the traffic management through real-time information collection and release. Therefore the driving efficiency of the access roads could be improved.
       Although the various short-term, medium-term and long-term strategies and action plans proposed in this Project will have a certain improvement for the regional traffic, the congestion during peak hours cannot be alleviated completely. Therefore, the construction project of the Freeway No. 7 should be promoted continually, providing the Intercontinental Container Center with direct access to the services of freeway and expressway corridor.
