In order to comply with the regulations of the Greenhouse Gas Reduction and Management Act, based on the improvement recommendations being researched and proposed for the Phase 2 Greenhouse Gas Emission Control Action Plan in the Transportation Sector, this Project has put forward the strategies and recommendations that can be adopted in our Country through collecting the greenhouse gas reduction strategies from domestic and international transportation sectors, and consulting the relevant domestic agencies as well as discussing with the experts and scholars.
The framework of the reduction strategy of Taiwan's Transportation Sector generally follows the three major strategies of the international transportation sector: Avoid Demand, Shift Vehicle Mode and Improve Technology. In monitoring the allocation of domestic reduction responsibilities and the emission structure of the Transportation Sector in our Country, this Project reviewed the Bottom up and combined with the Top down strategy formation mechanism, proposed the improvement recommendations for the Phase 2 Greenhouse Gas Emission Control Action Plan in the Transportation Sector (Draft), and completed the Impact Assessment Report based on the content of the
strategy.
In addition, this Project has reviewed the implementation results of 2019 and completed the Emission Control Results Report implemented by the Transportation Sector in 2019. The Greenhouse Gas Emissions of Transportation Sector in 2019 have shown a reduction by 2.61% compared with that of in 2005 (base year), and the target of Phase 1 to 2020 Emission Reduction by 2% compared with that of the base year was achieved ahead of schedule; and has updated the Greenhouse Gas Emission data of the vehicle at the same time, and placed the emission data results on the Information Platform for Transportation Sector Greenhouse Gas Reduction Strategy Assessment.
In order to strengthen the effectiveness of the Phase 2 Greenhouse Gas Reduction in the Transportation Sector, existing measures and new improvement practices should be strengthened at the same time, and with the increase of inter-ministerial communication, as well as the joint cooperation of Central and Local Governments to jointly promote the Greenhouse Gas Reduction measures in the Transportation Sector. |
