Summary

       Due to globalization and informatization, logistics has become necessary for many enterprises. It not only involves the connection of national infrastructure, but also includes the supervision and management of business service adaptability or trade facilitation. In the face of the industry’s development trend towards the integration of globalization and regional trade, to operate integrated logistics services, it is necessary to expand the breadth and depth of the logistics industry’s international business and strengthen its integration with international standards. Therefore, logistics-related businesses need mid- to high-level logistics professionals with international perspectives, integration capabilities, and decision-making capabilities to improve the level of professional logistics services for enterprises.
       First of all , this research referenced logistics performance indicators for 2018 and chose Germany, the United Kingdom, Japan, and the United States as benchmark countries, collecting certification systems for logistics professionals in these countries. It was found that none of the above countries has an official uniform license or examination for logistics licenses. Only in the logistics industry’s trucking industry have Germany, the United Kingdom and Japan listed professional certification as a threshold for license application. Secondly, the current status of the logistics professional certification system in Taiwan was collected and analyzed. It was found that, at present, in the certification of logistics professionals, there are relevant domestic associations that provide a system for several kinds
of international-level domestic certification, but most of them are for specific industries or business categories, while no certification is provided for logistics professionals as a whole. As for the classification of licenses, dedicated personnel who have passed examinations by the Ministry of Examination, R.O.C. (Taiwan), the lift operators and technicians who have passed the Examination for Technician for Fork Lift Operation by the Workforce Development
Agency, Ministry of Labor, and other professional training certificates certified by the Ministry of Finance and other agencies are requirements of some industries rather than certifications of professionals designed and planned for overall
logistics.
       Finally, although this study believes that it is difficult to establish a unified certification system for logistics professionals in Taiwan, in the face of globalization and socio-economic changes, strengthening integrated international transportation logistics services and improving the training of transportation logistics professionals and professional standards are indeed important issues. The government and the private sector need to work together to enhance the
competitiveness of Taiwan's transportation and logistics. This research suggests that some private companies can conduct on-the-job training through guilds and associations to obtain certification and improve the knowledge of international transportation and logistics. It is also suggested that the government can establish a platform to provide information exchange, and encourage companies to choose an appropriate professional certification unit to enhance their professional knowledge. In addition, in order to improve the overall operational performance of the trucking
industry and maintain public safety, the establishment of a professional transportation management system for the transportation industry in the future should gradually be promoted to assist the industry in establishing risk control, improving accident prevention capabilities, and establishing a complete risk management mechanism for normal times. This is expected to reduce the occurrence of major traffic accidents in order to protect people's lives and property.
