    The public transportation system provides evaluation criteria for its convenience based on the two indicators of accessibility and mobility. The bus system has door-to-door service and high adjustment of flexibility, while the rail transportation system provides fast-moving services among cities. However, the stations of the rail transportation system cannot be changed or spread easily. Therefore, it is hard to provide the door-to-door services. If it is possible to seamlessly connect multiple transportation types through seamless transfer arrangements and planning, the comprehensive effects of public transportation services can be brought into effect under the existing operating resources.
Therefore, this study imported the e-ticket data provided by the Information Management Center of the Ministry of Transportation and Communications to conduct the inspection and analysis of railway and bus system transfers, and Taiwan Railway Changhua Station was then selected to be the target station for the improvement of seamless transfers.
      According to the analysis, a total of 24 bus routes around Taiwan Railways Changhua Station were screened, and 58 of the bus schedules were recommended to be adjusted in response to the transfer needs based on the ticket information.
      At the same time, through on-site questionnaire surveys about transfers, it was found that 40% to 70% of passengers at Changhua Station had experience transferring on weekdays, and 83.1% of all respondents thought that a transfer time of less than 20 minutes was acceptable. Thus, after considering the practical experiences of passenger transfer needs, company operations, drivers’ working hours, and passenger characteristics, the industry agreed to adjust 18 schedules,
which accounts for 31% of the overall recommended ratio. This shows that the analysis of transfer need can not only assist the industry in understanding the needs of the public, but also provide the industry with effective data on the adjustment of the frequency, thereby improving the overall efficiency of public transportation. After one month of actual operation, it was found in the statistical analysis of electronic ticket data that the number of passengers after the adjustment of the schedule has increased from 4,062 per month to 4,726 per month, an increase of about 16%.
