Summary

       This is a two-year study Project to estimate the energy consumption and greenhouse gas (GHG) emissions of Taiwan's land transportation industry (including highway and rail transportation) with existing transportation activity data, and establishes the assessment indicators of its greenhouse gas emissions. In the first year (2017) of this Project, it has completed the establishment of industrial classification for the highway and rail transportation industries, existing activity inventory on energy consumption and greenhouse gas emissions of the land transportation industry, and the estimation of greenhouse gas emissions of the land transportation industries registered in the Ministry of Transportation and Communications, as well as the development of 2018 Investigation Plan and other related works. In the second year (2018), interviews and questionnaire surveys were conducted for different types of transportation operators to feedback and correct the data fields of greenhouse gas estimation for the transportation industry, and review the estimation results of the land transportation industry's greenhouse gas emissions. In addition, the relevant domestic and international literatures and the estimation results of the greenhouse gas emissions in the transportation industry were considered to establish the greenhouse gas emissions assessment indicators as the reference for the diagnosis and management of greenhouse gas emissions in the transportation industry. The Study results show that there are 36 automotive transportation operators with annual greenhouse gas emissions of up to 25,000 tons, accounted for 24% of the transportation industry's greenhouse gas emissions. This Study recommends that the competent authorities of automotive transportation industry shall further strengthen the management of energy consumption and greenhouse gas emissions of the automotive transportation industry, and plan for guiding the greenhouse gas inventory and participating in the offset project for the automotive transportation industry. Moreover, the competent authorities of the land transportation industry shall strengthen their examinations on the indicators of greenhouse gas emissions of the industry operators.
