At present, the island round cycling route network in our country has been completed the construction of Cycling Route No. 1 and 25 Cycling Branch Routes, with the total length of 2,690 kilometers, successfully driving the fad of cycling around the island and tourism. However, cycling around the island is still more difficult and challenging for the general public, in order to provide a more friendly bicycle riding environment, make bicycle sightseeing tourism safer and more friendly, and attract more domestic and foreign tourists to participate at the same time, the Executive Yuan passed the "Plan of Upgrading and Diversifying Island Round Cycling Routes Integration and Promotion" on October 1, 2019, it is expected to invest NT$ 1.6 billion from 2020 to 2023 to optimize the existing Island Round Cycling Route Network; and combined with national scenic areas to plan for a diversified cycling route to create an in-depth journey for international and domestic tourists.

In order to successfully complete the aforementioned task, this Plan is oriented towards the construction of bike lane networks and tourism marketing integration. In addition to the safety and optimization improvement of the main cycling networks, the bike lane network of riverside route, mountain route, and around mountain route are also planned to create more diversified cycling routes, and based on three major themes of "Create an International Cycling Route and Distinctive Tourism Activities",  "Develop Localized In-depth Bike Tourism" and "Optimization and Safety Improvement of Island Round Cycling Route Network" respectively drawn up by the "Plan of Upgrading and Diversifying Island Round Cycling Routes Integration and Promotion"  to complete the safety and optimization improvement of the main cycling networks and the investigation planning of the improvement item recommendation, also integrate the regional distinguishing attractions and local cycling routes, to connect the island round cycling main routes based on the distinguishing features  of various regions, combined with the national scenic area to plan for 16 diversified type in-depth tourism routes, with 5 local distinguishing feature  routes and 5 east-west cross-travel challenging routes. The preliminary plan is with phased implementation plans as the basis for the plan promotion and implementation over the next four years.

In addition, conduct tour planning according to the planning results of the aforementioned diversified bike demonstration route, collect the transportation information (including bicycle rental information) of each tour to provide references for the bikers, and complete the planning of supply stations along the route (including the Taiwan Railways and High Speed Rail Transit Stations) in conjunction with the stations and attractions along the route. It is estimated that in addition to the Taiwan Railways Transit Station, a total of 61 bike supply stations (including 11 Taiwan Railways and High Speed Rail Transit Stations) can be added in the next four years.
