Summary The Rail infrastructure belongs to the national public goods. And each railway construction requires massive construction cost. Consequently, taking the government financial situation and the effective distribution and use of entire transportation system into account, there should be objective and specific assessment criteria for railway grade separation plans in metropolitan areas. In this study, some completed railway grade separation cases will be collected. Based on those case studies, some vital information can be produced, such as what we should consider in different phases, what parameter adjustments should be used, how funds should be allocated, and the local impact before and after the grade separation. That information can then be used as assessment criteria for future feasibility reports and planning reports submitted by local governments and make those reports more practical in nature. Furthermore, having specific assessment criteria, local governments can tell if it is worthwhile to invest a massive amount of funding in a railway grade separation project. Or, the Ministry of Transportation and Communications (MOTC) can take the result of this research as a reference when revising related principle of examinations.
The important findings of this research are as follows:
1. Since railway grade separation reduces level crossings, the number of traffic accidents of railway is reduced. However, the operating and maintenance cost will increase several times after railway grade separation.
2. After grade separation, the space for tracks in stations is limited so that the number of tracks will be reduced As a result, the tracks in stations could only satisfy the demand for passenger service. On the other hand, the freight facilities, workshops, as well as shunting yards are moved to other places, which affects the the operating efficiency of the railway system.
3. Railway grade separation itself cannot promote the development of a city. Urban planning and the overall transportation system should also be evaluated in order to plan for future land use. .
4. The following issues are recommended to be added to the regulation for railway separation in the future: (1) define quantitative thresholds for railway separation projects, (2) set subsidy amounts and mechanisms for grade separation on priority locations, and (3) set up proper subsidy mechanisms to inject additional funding into railways and reduce railway losses.
