Summary The Transportation White Book – Transportation Safety, published by the Ministry of Transportation and Communication in 2013, described the road safety policy titled Implementation of Road Safety 3E Measures and Enhancement of Safety for Vulnerable Groups and proposed a strategy titled Improvement of Safe Environemts for Vulnerable Road Users. However, it stopped short of giving concrete action plans to put this policy and strategy into practice. Therefore, this study aims to collect and analyze foreign literature and data on important road usage safety issues for pedestrian and cyclists. This study also analyzes the ability losses suffered by these same groups of road users as a result of road accidents in Taiwan. Taking reference from common traffic regulations and improvement measures in foreign countries, strategies, measures, and action plans for improving traffic safety for these groups of road users in Taiwan to serve as reference for further action by the competent authorities.
Focusing on potential factors that may lead to detection and mobility losses for pedestrians and cyclists as a result of road accidents in Taiwan, this study draws lessons from foreign experience and proposes 7 improvement strategies and 17 improvement measures as well as draft action plans. Two strategies and 3 measures concern the revision of traffic laws and regulations, 2 strategies and 5 measures relate to improving education and awareness raising, while 3 strategies and 9 measures regard improving the engineering designs of roads and other public spaces.
