Summary

Ministry of Transportation and Communication (MOTC) carried out the “Biker Friendly Environment and Integrated Bikeway Network Implement Plan from 2015 through to 2018” in 2014 under the instruction of the Executive Yuan. The West Region recreational bikeway network and cycle tourism will be developed by building on the successful experience of “Demonstrated Plan of Bikeway Network in the Eastern Region” in order to create a “bicycle island”, where cycling will become an integral part of daily life. Through industry development, transportation, education, and cultural dimensions, the ultimate goal of the project is to achieve energy conservation and carbon reduction.

For the 3rd phase of the 3-year program, the project has reviewed the main route and branch routes of Cycling Route Number 1 (constructed during 2015-2017), and recommendations for improvements were also proposed. Furthermore, a survey among the round the island bikeway users was conducted, and the result revealed that 69% of the cyclists completed the entire round the island challenge on bicycles. Of which, 85% of them used their own bicycles. The overall satisfaction rate was averaged above 70%; however, 21.7% of the cyclists were dissatisfied with the safety features of the bikeway’s infrastructure, indicating there is still room for improvement.. It is estimated that after “Cycling Route Number 1” project was completed, energy cost was reduced by approximately NT$ 9.2 million in 2018, and CO2 emissions was cut by about 292.6 ton, equivalent to the carbon sequestration capacity of 0.8 D Daan Park. Meanwhile, the accident cost is decreased by NT$117,000 per year, and the tourism benefits generated is about NT$22.59 million annually. The medical costs will be reduced by roughly NT$6.01 billion each year.

Moreover, in conjunction with the “MOTC Bikeway Network Construction Supervisory Team”, the project has engaged in rolling review and made adjustments to the bikeway network constructed during the previous years. In total, 2,689.7km of bikeway network was adjusted including the 960.8km main route, 25 branch routes totaling 1570.9km, and 14 access routes totaling 158km. In addition, service facilities along the routes were also reviewed and adjusted; during 2015-2018, 294 cycling rest stops (including 18 bicycle-friendly railway stations) were created, while integrated itinerary planning services within each of the 5 sub-regions were also proposed.
