Summary This project, based on the previous research results of the Kaohsiung City Traffic Incident Information Platform, implementated and enhanced traffic incident data collection and notification mechanism. Through several hearings, the traffic incident data exchange standards (proposals) were adjusted and completed. Also, different users’ perspectives were adopted to establish the Traffic Incident Data Exchange Platform. As for improving the efficiency and the application level of traffic incidents management, the theme map production, visual presentation, data statistics and the application programming interface (API) of the traffic incidents information were enhanced. Meanwhile, through third-party monitoring and verification, the operational stability of the platform was ensured.
Moreover, to improve the active detection of traffic incidents and understand the scope and level of impacts from traffic accidents, this project collaborated with the Kaohsiung Transportation Bureau to select an accident-prone intersection and install AI-based deection devices. Through the detection of the improved SSD deep learning model, the accuracy of the traffic incidents’ detection could reach 98.4%.
For the purpose of establishing a complete framework for our country’s Traffic Incident Information Platform, the project integrated the past implementation results and collected the potential users’ and related persons’ opinions through seminars to set up a future Traffic Incident Information Platform framework for the central and local governments. Besides, the specific operating mechanism of the project was transferred to other cities and counties. The above measures could be viewed as a reference for improving the quality of their traffic incident management.
