Summary The social cost caused by road traffic accidents includes not only direct costs, such as changes in personal physical and mental status, expenses in medical care, and loss in productivity, but also external costs, such as traffic delays, energy consumption, and carbon emissions due to the accident. Although many previous studies focused on the estimation of certain parts of traffic accident cost, few studies discussed such costs on a national level. Therefore, this study, taking reference form domestic and foreign literature, aimed to construt a systematic framework for the estimation of the costs resulting from traffic accidents on Taiwan’s roads.
In addition, this study collected court verdicts and analyzed the compensation amounts in those in order to calculate the prices paid and received between parties in traffic accidents. It also conducted a survey to investigate how much parties to a traffic accident were willing pay and receive in order to understand the real and ideal amounts of compensation changing hands. Finally, based on this data, the study estimated the aggregate costs of traffic accidents and provided estimates of the costs and benefits from road traffic safety improvement programs as reference for estimation work in other scenarios.
