National Freeway No. 5 Intelligent Road Corridor Traffic Management Coordination and Control Platform

Project Overview:

  In recent years, due to the convenience of National Freeway No. 5, more and more travelers go to Yilan County for sightseeing, not only causing congestion of this national freeway during the peak hours of holidays, but also traffic problems in Yilan County in general have become more serious. Therefore, this Project is to conduct cloud-integrated transportation corridor traffic management of National Freeway No. 5 between the Metropolitan Taipei area and Yilan County, through real-time traffic information, as well as big data and visual decision analysis, to conduct cross-agency continuous pre-holiday road condition forecasting and CMS information announcement coordination and control operations during holiday periods to assist traffic management and congestion response operations in Yilan County.

  The Project conducted operations during the 2016 Yilan Children's Folklore and Folkgame Festival, Mid-Autumn Festival, Double Tenth Day, and 2018 New Year's Day and Qingming Festival consecutive holidays. The work includes: (1) National Freeway No. 5 road condition forecast; (2) Activation recommendations for National Freeway No. 5 bus passing shoulder traffic control strategy; (3) Information on travel times and traffic control on National Freeway No. 5 in the periphery area of Yilan through CMS automated announcement; (4) CMS information announcements of parking lot, attractions control and route guidance in Yilan area.

Research outcomes:

(1)Completed the cross-agency traffic management coordination operation case and model: This Project developed the first cross agency (Freeway Bureau, Directorate General of Highways, as well as the county and city governments of Taipei City, New Taipei City, Keelung City and Yilan County) traffic management coordinated operation model through educational training and coordination meetings before multiple consecutive holidays, and the real-time operations during the holiday periods, to provide areference for all agencies during their coordinated control planning.

(2)Completed the development and field testing verification of cross-agency traffic management coordinated operation software platform: Integration of big data and visual data analysis, as well as the regional coordination and control platform developed by cloud computing and virtualization technology helped provide real-time advance road condition forecasts and timely reflect the automatic cross-agency CMS information announcement of the road conditions in order to assist the traffic management operation of transportation corridor, which can be customized to meet the different coordination and control requirements of different areas at the same time .

Promotion of Outcomes and Benefits:

  This Project organized educational training, coordination meetings, and outcomes presentations during the implementation process, to promote cross-agency coordination and control concepts and operational models, and conducted demonstrations and operation of the cross-agency coordinated traffic management case during consecutive holidays in Yilan County, through the cloud integrated transportation corridor traffic management platform researched and developed by this Institute.
