Use the health insurance data to construct the origin and destination distribution of commuting and medical care trips

Project Overview：
In order to grasp the origin and destination distribution of people's trips, it is necessary to record the traffic behaviors of the public's recent trips by means of a sample survey, by telephone interview or mail questionnaire. Each questionnaire costs about several hundred dollars, and the reject rate of public is high. Restrictions from time and costs required for surveys, and limited sample sizes may easily cause errors. Also, transportation requirements surveys cannot be conducted frequently. Together, tese restrictions will affect the accuracy of the use of survey results. With the development of information technology, all government departments have accumulated a large number of big data databases, for example, health insurance underwriting data has the information of most people's employment units and the health insurance medical care data has the information of people's visits to hospitals and time, therefore, this Institution has tried to use the health insurance data with anonymized personal information combined with the household records and taxation information to construct the origin and destination distribution information of commuting and medical care trips. A case study on Keelung City was conductedto assess the feasibility of this method.
Research outcomes：
(1)Construct the origin and destination distribution information of commuting trips for the citizens of Keelung City: If the townships and city districts are used as traffic zones, there are about 240,000 records of origin and destination distribution information of commuting trips can be generated. If villages are used as traffic zones, there are only about 150,000 records of origin and destination distribution information of commuting trips can be checked since there are 230,000 records lacking of village information in the organization registered address of the non-profit organization tax information provided by the Fiscal Information Agency, Ministry of Finance. When this information is generated, gender, age group can be divided to conduct statistics.
(2)Construct the origin and destination distribution information for the citizens of Keelung City going to large hospitals for medical care trips: There are about 193,000 origin and destination distribution records for the citizens of Keelung City going to large hospitals for medical care trips. When this information is generated, gender, age group and medical care time (measured by month or week) can be divided to conduct statistics.
(3)Although using health insurance data combined with the household records and taxation information to construct the origin and destination distribution information of commuting and medical care trips is feasible, it is impossible to know the transportation vehicle used for thoese trips. Although it cannot completely replace the survey method of traditional transportation requirements, it has some complementary benefits. Therefore, still has its value for using it.
Promotion of Outcomes and Benefits：
(1)In May, 2018, this Institute held a results presentation to share the knowledge to facilitate relevant units in understanding how to use health insurance data to construct the origin and destination distributions of commuting and medical care trips, and use it in the collation and evaluation of their transportation requirement models, which will help saving data collection time and costs required for the collation and evaluation of those models.
(2)In July, 2018, complete printed reports were delivered by mail to relevant units for reference, also mailed to the Taxation Administration and Fiscal Information Agency of the Ministry of Finance to explain the impact of 230,000 records of registered addresses lacking village information and request improvement in order to facilitate enhancing the practicality of this research method.
