IOT Held the “Improvement of Pedestrian Safety at Road Junctions Workshop” to Bolster the Safety of Pedestrians at Road Junctions

       The Institute of Transportation, Ministry of Transportation and Communications, held the “Improvement of Pedestrian Safety at Road Junctions Workshop” at the international conference hall today (August 16). Representatives of the road administrations at the central and local level and the consulting industry were invited to the workshop to share and exchange experience and practices the on topics related to assurance of pedestrian safety at road junctions on the basis of the research findings on pedestrian safety at road junctions orchestrated by the Construction and Planning Agency, Ministry of Interior, and Institute of Transportation, Ministry of Transportation and Communications. Minister of Transportation and Communications Lin Chia-Lung, and Director Wu Hsin-Hsou of the Construction and Planning Agency, Ministry of Interior, were present and addressed the workshop. There were more than 100 participants in the workshop and the purpose was served. 

       Minister of Transportation and Communications Lin Chia-Lung made “people-oriented transportation” his vision soon after his assumption of office, and is focused on “safety” as the immediate task. In light of the high casualties and injuries caused by traffic accidents by turning vehicles at road junctions that involve pedestrians using the crosswalk, news media and people from all different walks of social life have urged the government to pay its utmost attention to the improvement of facilities for the protection of pedestrian safety at road junctions as soon as possible. In quick response to the serious problem of pedestrian safety at road junctions, Deputy Minister of Political Affairs Huang Yu-Lin has invited the Construction and Planning Agency, the six municipalities, and the Directorate-General of Highways in March and in May of this year to oversee the problem and map out solutions. It is expected that improvement works at 126 road junctions will be accomplished by 2019. In addition, they also mapped out an annual incremental improvement plan on “Pedestrian Accident High Risk Road Junctions”, and instructed the Institute of Transportation to hold workshops on the improvement of pedestrian safety at road junctions. They hope the accumulation and sharing of experience can help to optimize the safety of pedestrians at road junctions.

       The morning session of the workshop was hosted by Professor Chung Yi-Shih of National Chiao Tung University and Professor Hsu Tien-Pen of National Taiwan University. They shared the insights of the design and facilities of pedestrian crossings at road junctions and the safety evaluation and diagnosis of traffic accidents and related research findings. Deputy Director Yeh Tsu-Hung of the Institute of Transportation explained with graphical analysis the causes of traffic accidents at road junctions. The afternoon session was hosted by Deputy Director Tsai Yi-Chiang of the Construction and Planning Agency who presented the content of the Urban Population Traffic Rules and Regulations Planning and Design Handbook (2nd Edition). Four counties/cities then shared case studies with the participants and explained how to translate related design principles and concepts to real world road design plans. The workshop was concluded with a joint discussion and exchange.

       The professional exchange and study on practical work in this workshop allows the road administrations and consulting industry to understand better related rules and regulations and practices on pedestrian safety at road junctions so as to improve the competence and professional capacity of related personnel. This will be helpful for the advocacy of subsequent work on improvement of pedestrian safety at road junctions and the eventual creation of a safe and friendly traffic environment for pedestrians in crossing road junctions.
