Gathering Mobility as a Service (MaaS) experience of European Countries, the United States, Japa, and Taiwan to Find Blue Oceans for Taiwan’s Smart Mobility

       In order to accelerate the promotion of Mobility as a Service (MaaS) in Taiwan and promote exchanges among all sides, the Institute of Transportation, MOTC (IOT) held the Mobility as a Service (MaaS) Global Forum on December 1, 2021 (Wednesday). MOTC Deputy Minister Hsiang-Lin Hu personally addressed the occasion. He extended his appreciation and expectations for IOT that has promoted the MaaS Demonstration Project since 2017 to assist the local governments through MaaS importations, thereby laying the foundation for Taiwan’s MaaS development and actively expanding the breadth and depth of MaaS. At the Mobility as a Service (MaaS) Global Forum, domestic and foreign experts were invited to share and exchange their MaaS promotion services. The industry-government-academe-research representatives enthusiastically participated. All the seats at the conference site were occupied, with enthusiastic exchanges among the participants.

       According to the IOT, the promotion of MaaS has become a global trend in recent years. At the Mobility as a Service (MaaS) Global Forum, APEC Transportation Working Group Chair Jason Hill, EU MaaS Alliance President Jacob Bangsgaard, MaaS Global Ltd. CEO Sampo Hietanen and Odakyu Electric Railway Co., Ltd. Manager Hugues Chataing were specially invited to exchange their experiences from the perspectives of the overall MaaS development direction, actual promotion, etc. Also, Taipei City, Taichung City, Kaohsiung City, Taitung County and Penghu County were invited to share their promotion experiences based on the local governments’ actual MaaS project implementation. Through the forum holding, the valuable wisdom and experiences of the field professionals and the industry-government-academe-industry momentum were aggregated to provide suggestions on Taiwan’s MaaS development and promotion, as well as in finding creative inspiration.

        The IOT conducted a feasibility analysis on the local MaaS implementation. From November 2017 to December 2020, the IOT cooperated with the Transportation Bureau of Kaohsiung City Government to promote the MaaS Demonstration Project. On September 28, 2018, Taiwan’s first Kaohsiung MeN▶Go MaaS was officially launched. Beginning on 2021, the Transportation Bureau of Kaohsiung City Government took over and carried out operations and extension services. In order to effectively expand the scope of MaaS and carry forward promotion-related experiences in the past, the IOT conducted the “MaaS County and City Promotion and Supervision Plan” this year (2021) and assisted in providing guidance to the local governments whose subsidy  plans have been approved in accordance with the “MOTC ITS Development and Construction Plan (2021~2024)” in promoting and importing MaaS services. Relevant recommendations and consultations have also been provided. In the project, more than 30 meetings have been held (including joint work meetings, discussion meetings, seminars, workshops, etc.) to assist the Kaohsiung City Government, Taichung City Government, Taitung County Government, and Penghu County Government in formulating MaaS promotion directions, strategic planning, service extension planning, etc.

       In order to seize the opportunities for Taiwan’s MaaS and related industrial developments, the IOT will continue to assist the local governments in MaaS importation, support the counties and cities to become traffic-friendly happy cities through specific actions and help Taiwan create blue oceans for MaaS. The results of MaaS applications will in turn be enhanced and glorified, thereby promoting related industrial developments and moving towards the international arena.
